Protocols for action to combat school attendance problems in Portugal

The report from the Observatory of Vocational Education in Portugal aims to analyze the current state of vocational education, identify factors contributing to school dropout, and propose improvement strategies. Although progress has been made in reducing early school dropout, territorial and social inequalities persist, affecting educational continuity. Absenteeism is linked to structural factors such as economic hardship, low family qualifications, and weak connections between training programs and the labor market. Therefore, the need to strengthen coordination among schools, municipalities, and public entities is emphasized, along with implementing measures tailored to each local context.
